At 7:36pm tonight, the SPC issued an MD for east central Minnesota. While ingredients are limited, the MD mentions wind shear sufficient for updraft rotation. It also mentions that if a surface based storm can develop, a brief tornado touchdown is possible. However, the SPC does NOT expect to issue a watch.
